Brothers but not Brothers
They were brothers, and they called each other ni-san (always) and otouto-chan (sometimes: when feeling exceptionally playful or upset) but they couldn't really think of themselves that way. Maybe it was because they didn't remember growing up together like brothers should. Maybe it was because they were odd ends the first time they remembered meeting (because it wasn't their first meeting, and since they were born together who could say when that first meeting in their mother's womb even was?). Maybe it was the fact that they were twins: being older or younger lost its significance there. Or maybe it was the adventure they shared together: becoming too close too fast.
Whatever the reason, they both understood it wasn't sibling love they shared, and when they found themselves closer than their other friends, they knew it wasn't just friendship either. They knew it was taboo, that it was socially wrong and the world would glare daggers at them. But it couldn't be helped. They were born together, from the same parents, but eleven years of separation had cut that bond away.
