He didn't have any ideas. He was trying blindly all day but he didn't have a plan. For some reason that wasn't working well. Winging it just didn't work well.

Sydney paused. Madame Defarge had a child about Little Lucie's age who was lost to her 3 months ago. She had another child who was lost before that. Perhaps little Lucie could appeal to Madame Defarge's tender side but that would be too dangerous.
