"The devil personifies not the nature that is around us, but the nature that is within us." Eric Hoffer was saying in this quote that it isn't our surroundings where evil resides, but rather in man himself. Without laws and enforcement, mankind would revert back to his most primal insticts of being crude, vulgar, savage, and as a whole, evil. So essentially, all mankind is evil, and only a strong social order can suppress those evil intentions.
In the novel Lord of the Flies, right away the boys establish that they "should have rules... Lots of rules!" (p. 32). They start off continuing what they left in England, and were still affected by their old rules. An example would be when Roger was throwing stones at the little boys, "There was the taboo of the old life... the protection of parents and school and policemen and the law. [His] arm was conditioned by a civilization that was in ruins." (p. 64-65). Jack, of all people, acknowledged that "We've got to have rules and obey them. After all, we're not savages. We're English; and English are the best at everything." (p.42). The irony of that is by page 99, he's already becoming defiant of the rules.
A wise jedi once stated that "Fear leads to anger. Anger leads to hate. Hate leads to the darkside." There's such a vast meaning for those words. From the time the boys first mentioned the beast, their fear esculated until it took over them. "Things are breaking up. I don't understand why. We began well; we were happy-... Then people started getting frightened." (p. 87). Ralph began to understand that the fear about the beast is much more of a powerful feeling than enforcing the rules. He started to realize what Simon knew all along; that the reason for all the corruption of the innocence and all the fear, is the evilness in human nature itself.
Since none of the boys held strong in enforcing the rules, everything broke up. They were left alone to fear, which drove them into their most primal instincts; to hunt and kill. So unless mankind can be surrounded by a strong, enforced social order, the evil nature inside will surely take over.
