Dry Bowser was racing around the rainy Neo Bowser City on his Bone Rattler ATV when he stopped, to see that the rain suddenly went away.
"What is going on...?" Dry Bowser muttered to himself, the bony reptile being curious as it was bizarre for the wet metropolis to have no rain since it always had a habit of raining regardless of whether the race course was used or not. "Something is not adding up... and I do not like it one bit."
Dry Bowser observed the area as he knew that the rain was being drained. What he was surprised, however, is that he spotted Pikachu being chased by a horde of enemies who were annoyed by the lack of electricity in the area, of which there were no lightning strikes occurring either.
"Help! These goons won't leave me alone!" Pikachu exclaimed as he zapped the enemies with his electric type attacks, the yellow mouse Pokemon full of electrical prowess hiding behind Dry Bowser as he was terrified of the shocked freaks.
"Let me guess, they think you had something to do with it even though you're innocent," Dry Bowser spoke, with Pikachu nodding his head in response, causing the reptilian skeleton to sigh as he faced the enemies. "All right, look. Pikachu here had nothing to do with the power going on."
"Sure he did!" An angry red Shy Guy exclaimed as he raised a pitchfork. "He uses all kinds of shocking power! He must be behind this!"
"I can't use the rain, you idiot," Pikachu grumbled as he began feeling some sparks in his red face cheeks. "Just because I get a boost from it, doesn't mean I can spout it."
The enemies murmured to each other as they suddenly got torches, proceeding to chase Dry Bowser and Pikachu out of the neo city of Bowser, with the Koopa King in particular trying to see why none of his panels were active.
"Argh! I knew I should have tipped off that Lakithunder freak!" Bowser grumbled as he folded his big burly arms together.
"Am I finally being recognized!?" Lakithunder gasped, the unique Lakitu selling some batteries as a way to boost his own business.
Watching this madness enfold from a balcony at one of the skyscrapers with no electric power were Arceus and Gruntilda Winkybunion, who were watching Dry Bowser race around before as the two turned to each other, drinking some tea.
"Should we go and help him out?" Arceus asked as he took a sip despite having no mouth.
Gruntilda shook her head as she rolled her right warty hand around. "Nay. I think those two can solve this predicament themselves."
