China was a shape shifter. People didn't understand how difficult it was to actually change shape. You don't just think of something and automatically turn into it. You studied the form and spent time practicing shifting various aspects of yourself to achieve that form. Just like a person must learn to be able to create beautiful sculptures China had to spend time learning to change various aspects of his form.
Then there was the risk of losing your original form altogether. You can spend so much time shifting this bit and tweaking that bit that you lose what made you, you. Then there was the risk that after all of the studying and practice, you still couldn't get the form to work the way that it was supposed to. By this time China was a master at creating forms of great power. He was able to alter and tweak and focus strength where needed.
He was not the second most powerful nation for no reason. However, the one thing that he could not get the hang of were wings. He could sometimes create something that looked like wings, but he hadn't been able to take flight. That didn't mean he didn't have a presence. He had a presence in land, water, air, and space.
Yet he, himself could not take flight. There was no lack of power, there was no lack of potential. He had studied and carefully crafted his wings down to the last feather. He had practiced shifting them, working with them to create the movements needed for flight.
He was a nation that had remade himself countless times. He had done so long before many of the other states had even existed. He had surpassed every single state, bar one, and it would not be long before he surpassed that freak of nature. He just wished, he just wished that he could take flight. He wished to escape these bonds and soar free.
