An SYOC for you. Now, normally these are about the new Class 1-A of U.A, or about another school entirely, which has encounters with villains. I decided to walk a little off the beaten path of SYOCs, and we're creating villains. Picked from the depths of Tartarus, they're sent off to find and defeat the League of villains, and false heroes alike. They're picked because they're the best at what they do, even if it's illegal. Chapter 1: Prologue

1 Week after the Kamino Incident

A middle-aged man, about in his early forties, late thirties, taps his foot impatiently on the tile floor. He's currently waiting in the sitting room of a government office, alone. The room is rather beautiful, painted white, with paintings all over the walls. One might even consider this a pleasant place, with trying to strive towards the betterment of Humanity, and they wouldn't be wrong. But this office, is in charge of Tartarus, The prison that holds the absolute worst of Villains. Only A and S class Villains are kept there. It's a place where they throw villains in a hole, chain it up, Lock it, and throw away the keys. It's a place where villains go in, and never come out. It's name, is perfect.

Tartarus is similar to hell, in which if you're cast there, you've been forbidden by everything, and everybody. If you're there, you belong there. They claim to better Humanity, but they drive people insane within the walls, they claim to keep people safe, but they only inspire villains. That's what the man, Jiyu Yurei, is there to talk about. He's wearing a practical business suit, with a briefcase sitting down next to him. His eyes are green, with somewhat crooked teeth, and a single horn protruding out of his forehead, red in color, and flattened at the tip. He's slightly overweight, but doesn't appear to be so, even in a suit.

The door to his left opens, as a short man, about 5'3", walks through. His appearance isn't human, but rather, he looks like a bull, without horns. He even has a ring through his nose. His hands are human, only with more hair than what would be considered "Normal."

"So, Yurei, Come in." He says flatly, walking inside. Yurei takes a deep breath and grabs his suitcase, getting up from his seat. He walks through the door and closes it behind him. He takes a look at the room, and what immediately draws his eye, is the giant insignia right behind the desk, posted on the wall. Instead of windows, there's a sign, with The Tartarus Logo on it.

It's a Pure white 'T', With a black Backdrop. It's surrounded by a circle that has whe words: "To Contain the evil that lives in our world, may any and all judges have pity on their souls, as they suffer both in life and death for their crimes." Yurei blinks twice and sits down in front of the desk. He sees the Nameplate, labeled: Jin Kitsukoyaku. He didn't need to read that to know this man's name. He sighs, taking in the rest of the room. It seems that Kitsukoyaku takes a liking to the history of prisons, seeing as he's got chains, and photos of older prisons in his office.

"It's been a while, Yurei, I hope you've been doing well." Kitsukoyaku starts, sitting down in his chair, opposite of Yurei.

"I have, actually. How've you been? Hope the past decade has treated you well."

"Could've been better, honestly. Now, I got your phone call, and I got to say, you have some guts to be calling about that, especially after the way we last went about this. I do believe that the last time we discussed this, was the last time we've spoken, in person at least. Tea?" Kitsukoyaku offers.

"No thank you, and yes, I know that this is the last thing we've spoken of and all, but I do believe this is the best time to talk about it, especially after what you've authorized." He says, placing his Briefcase on the desk. The Bull-man eyes it for a moment, before saying:

"What makes you think I've changed my mind? I still have the views I did on heroes and villains as I did ten years ago, hell, even after last week, I have a higher opinion on heroes, and a lower one on villains, so you're plan has already gone to hell."

"On the contrary, I do believe that your opinion may has shifted over the years. See, Ten years ago, All Might was in his Prime, and obviously, the shining Symbol of peace we thought we all saw then and there. But you see, After his fall last week, we saw the most powerful hero, and the most powerful villain face off against each other, and the world found out about All Might's true form, and that he more than likely would have died if the Villain decided to end it. But after his downfall, I noticed that Crime rates are skyrocketing. And you, of all people have the nerve to put the number 2 hero, and make him a Traitor." He tells Kitsukoyaku, folding his fingers together.

"That, my friend, is different. You see, he's not a traitor for us, he's a traitor for the League of Villains. And he'll gain information for us to use, and get them arrested for us."

"And what if he goes against you?"

"He's the number 2 hero. He won't be swayed that easily."

"He's 22. He got out of High school not four years ago, and climbed to this spot in that timeframe. For instance, All Might himself, became number one after twenty years of working his ass off, and this kid gets number two after four years. He's young, hotheaded, and full of himself. There's no telling what he'll do! He might join the League Full-Time if he feels like it! Who's gonna stop him!? I know You sure aren't!" Yurei starts to get more agitated and excited now, leaning forward in his chair.

"We'll have Other heroes come and collect him, and he'll be arrested." Kitsukoyaku says calmly, looking Yurei dead in the eyes.

"And what if they can't? What if you get a hero who Idolized, or even still does Idolize him? What will they do? WIll they freeze up when they see him, or will they want to join him? He's an Icon! He's been saving people since his wings grew, and if he just up and decides to kill people, people will still support him, since they are such big fans of him! Hero crimes will skyrocket once one press meeting comes out that says: 'Number 2 hero, joins the League of Villains!' You can't say that he's not, because then the league would know, and you can't say he is, otherwise there will be riots in the streets, Heroes thinking it's fine to just up and level a skyscraper! There are repercussions with this! I know you're a gambling man, but this is too much! You're not just putting your well-being at risk, but your whole damn country! Even the future! Think, if your plan backfires, why a hero? Why make a hero join the league, especially one of that high a calibre? Who's gonna stop him? All Might sure isn't! Endeavor Likes the kid, He'd hesitate! Other heroes couldn't even lay a finger on him if they tried! Who the hell else could, without hesitation, take them in, or if the need comes, kill them?" The Bull-man is silent, looking at his desk, only for a moment, before saying:

"What's your point? Villains wouldn't do any better of a job at bringing him to justice than any hero. Who do you think brings in the inhabitants of Tartarus?"

"That's what you think. Do you have any idea just who lies there in Tartarus? Cause I think you should! You own the damn place!"

"We're not letting All For One back out."

"That's not- AGHH! LOOK IN HERE!" He shouts, pushing the Briefcase towards the man, standing up.

"Yurei, We're not doing this. It's too dangerous, Just letting Villains out on the loose, It's a bad Idea, They'd just do whatever the hell they wanted, including kill."

"And that, is when our heroes stand by, they won't even need to do anything. Your dumb ass knows that everybody who's admitted to Tartarus has a tracker implanted inside of their blood, which releases a toxin if they escape, we just need to reprogram their 'kill switch' to whenever we see fit, and that is if innocents are killed."

'Damn it. He provides a solid reasoning. Not only that, but he's right, entirely. Hawks isn't likely to turn his back on us, but others…'

"These guys are the best at what they do. I'll assemble a team, which will track down villains, and defeat the turned heroes. I have a general Idea of who I want on this team, but some others need some more persuasion. These guys are our only chance at tracking down the League of villains and others like them. We need to start thinking like villains, otherwise, we'll regret it." Yurei says, sitting down again, resting his left leg on his right.

Kitsukoyaku sits there, in silence, for a solid five minutes, before finally saying something:

"Your speaking skills have gotten better, I'll say that. You have my approval. Enter and exit Tartarus as you see fit."

Yurei, gets a smug smile on his face, and closes his eyes.

"I'll give you until next week. You have to reprogram the kill switch, the trackers, and pick out your squad of villains in that time or I'm calling it off."

"Yes sir. I already have two people in mind, we just need eight more in order for the squad to be complete. I would like you to take a look at them, and all the options a little bit later on." He says, opening up his suitcase Once it opens, the top reveals two photos, each with a description of the Villain. The first one, is obvious, The Hero Killer, Stain.

"We just put him behind bars, and you want him to roam free again?"

"Just hear me out, Chizome is a villain, who's killed dozens of heroes, yes, but that's the reason we need him. He has ridiculously strong Ideals towards what heroism should be, and he's right! It's why the government tried to take down the video of him telling the truth so hard. He's on this squad because he knows how to sense the false heroes, who've committed heinous crimes, making them no better than the villains. He's an expert at nearly quirkless combat, and that's what makes him so dangerous."

"Okay, Okay, I understand, but what about him?" The Mutant-type asks, pointing to the other image. It's blacked out, mostly, only a few features are visible, such as two, rounded objects sitting at the edge of what can only be assumed, is the mouth.

"The only thing I see here, is his Villain name, The Alchemist, what's his real name?"

"We don't know that. And apparently, neither does he. There's little we know about this guy, apart from his quirk, and his crimes. Just look at the list." Yurei takes out the profile and hands it to his superior, who looks at the long list.

"Kidnapping, Unlawful human experimentation, First Degree murder, Second Degree murder, Copkiller, unlawful possession of a Firearm, Arson, Abduction, Armed Robbery, Assault, Bodily Mutilation, Unlawful use of Quirk, Use of Quirk to harm and kill others, and Torture. Holy shit, what does this guy have on him? It seems like this guy's been everywhere with crime. Why is his age blank?"

"Well, We believe that he has some sort of Longevity quirk, which allows him to-"

"Yeah, I know what Longevity means, what I mean, is why don't we have any records on his age, or even how long he's been an active villain?"

"Well, the thing is, We don't have him anywhere, except in Tartarus. He's a ghost. He has no DNA records in any hospital, nor do we even know what his face looks like."

"Speaking of which, why is this image blacked out? Why don't we have a clear picture?"

"Well sir, he looks kind of unsightly, even for a villain, and pictures would probably break some sort of law."

"Just get some pictures of this man and his face. I don't care how ugly that man is, just get a damn picture!"

"I-I… Okay."

"Anything else?" Kitsukoyaku says, leaning back in his chair.

"Okay, well, these are the two we have so far."

"Why even choose that guy? If we know nothing-"

"Look, We don't know a lot, but we know about his abilities. He's stupidly smart. But that's really all he's got with him. To be frank, that's all he needs. And about his age, He says he's seen the dawn of quirks, yet his cells indicate he's a 37 year old man-"

"Well then he's a damn liar! He's 37 with Longevity!"

"That's the thing, we've had several Lie detecting quirks used on him, and he's always telling the truth, always. Besides, he's been locked in Tartarus for 63 years."

"What!?"

"Yeah, and we have reason to believe that he's even older. Like I said, he's smart, and I'm willing to bet that it's because of his age."

"Well… Damn. I… Get out. I need to think this over. Out. Next week, I'll be expecting you to have your team, and if you don't have all the members, I'm cutting this off. Capiche?"

"Yes sir, I'll get straight away to it."

"Oh, Yurei."

"Yes sir?"

"I want an audience with that Alchemist guy. I want to see and speak to him myself, and you're coming with me. Meet me at Tartarus tomorrow, half past noon."

"You got it. I'll have my team by the end of the week."

"It's thursday."

"So? Goodbye sir." Yurei takes back the profiles and closes up his suitcase, walking out of the room, leaving the Bull-man to his own devices. When the door closes, he takes a deep breath and says aloud:

"I hope I won't be regretting this. Yurei, You madman, I'll trust you with this, but if you mess it up-" The short man gets out of his chair, and walks over to his bookshelf, taking out a book about old-time executions.

"It'll be your head on a pike."

The next day

Location: Tartarus

Time: 12:32

A silver car rolls across a long bridge, made of steel and concrete. He pulls into a security terminal, which is guarded by three people, all of which in a red and blue uniform, with red hats and blue security suits. Each of them have a gun at their hip.

"What's your name and business here?" The one at the side of the road asks him.

"I was requested by Mr. Kitsukoyaku, I'm here to look at the villains here." The Security guard raises an eyebrow and says:

"And your name?"

"Jiryu Yurei."

"Okay then, Step out, show me three forms of Identification, and we're going to have to search the car."

"That won't be necessary." Kitsukoyaku says, walking up behind the guard. He immediately raises his hand in salute and says:

"Sir!"

"Lay off it. Let him through."

"Of course, Sir." The Guard gives a hand signal to the operator of the gate, to which he pushes a combination of buttons, pulls a lever, and turns a key. The gates make no noise, and just allow someone to drive in.

"Gettin' in?"

"I'm not walking." Kitsukoyaku says flatly, getting in the passenger seat of the car. Yurei drives a short distance, before he finds the roadblock.

"They're going to leave your car here. Normally, you'd go through about an hour and a half of more thorough security, but I'll allow you to bypass that. Come." Kitsukoyaku tells him, leading him through the security. It's now that the noticeable difference in appearances here than normal prisons. Normal prisons are made of concrete, Tartarus, however, is shiny, and made of Steel and Titanium.

"It's…. Quiet."

"Of course, the Prisoners here are allowed one luxury in order to make them remember that there is an outside world from these walls, and none of them have gone crazier than they were outside of this place. Besides, The rooms are soundproofed."

'You could've just said that.'

"We're going deep down into Tartarus, The Alchemist is a long time resident here, therefore is deeper down. This'll take a minute." Kitsukoyaku says, leading Yurei into an Elevator. There are no buttons, but rather, an operator on the opposite side of the complex sends them down to their desired floor.

The elevator is silent, as well as the ride. Neither Kitsukoyaku or Yurei speaks, They just stand there in silence. After two painfully long minutes, the elevator stops, and the door opens. Immediately, Yurei notices the dimmer light, even with the shiny and clean interior, it looks more grim, and more certainly unpleasant.

"Welcome to the Pits of Tartarus. Our man is at the end of the hall." The shorter man says, walking towards the door at the end of the hall labeled: 0.

"Akiro! Open Door Zero, in the pits!" The response is almost immediate, the silver doors opening sideways, revealing a small room with glass, which is on the other side of one-way glass. There's nobody in the watch room, but obviously having been used recently, due to a half-empty cup of coffee on the desk, next to the window. The room itself is black in color, with a small selection of books on the wall to the left. The door to the right, leads into a small hallway to the heavily reinforced door that leads into the prisoner's cell. The inside of the cell can be seen, but The Alchemist, is facing the door, hunched over, leaning on his knees.

"Is he wearing a gas mask?" Kitsukoyaku asks, pointing out the obvious filter on the side of the man's face.

"Yes and no. You'll see."

"What's with the utter lack of restraint on this guy?"

"His quirk isn't suited for combat, at all. He's about as strong as the average man, without a quirk, if not, weaker."

"Come on. He's not going to speak to himself." The Bull-man states, heading for the door.

"Don't we need somebody to open the door from here?"

"I'm the director. I can open all doors with my face, voice, and eyes. Besides, if we're really doing this mission, then anybody besides us who knows about this, puts the project at risk. Unless you want me to change my mind." He says blankly, opening up the door. The two walk for a short distance, before getting to the door. Kitsukoyaku says:

"Voice command: Open door." He then looks dead into a scanner, which says:

"Command recognized. Be careful Sir Kitsukoyaku." The door makes several noises and pressurized noises, before it opens, revealing the villain behind a thick layer of plastic, with holes in it. The two sit down, when The Alchemist looks up at the two.

His face is composed entirely of the Gas mask, the two filtration units acting as respirators for the man. The Gas mask is a slightly dark green color, with the ends of it, surgically sewn into the skin. His eyes are covered by the dark, seemingly fogged glass of the mask. The mask has no Air leaks in it, with the mask covering everything from the top of his forehead, to the bottom of his chin. The only sign of damage on the mask, is a long seam reaching from both filters. His mess of black hair doesn't make his look any better, having him look like a horror movie villain. He's very scrawny, barely anything more than skin and bones. He wears the standard jumpsuit for villains holed up in Tartarus, a pure white jumpsuit with the word: "Prisoner", in red.

"You know-" He speaks, his voice sounds slightly distorted by the gas mask, but sounds deep, like a person who's smoked for years on end, but somehow doesn't get very raspy, yet he seems like he needs to cough.

"It's been over two decades since somebody's come to visit me. All I've gotten was this here photo. It gets… Lonely."

"How do you know how long you've been here? There's no clock in here." Yurei asks, tilting his head slightly.

"Simple. Every 43,200 seconds, somebody brings me my food, that equates to about 12 hours. I've been counting the hours, and in turn the days, weeks, and months. That's equated to about 20 years." The two men's eyes widen, but show no other signs of surprise, as Kitsukoyatsu asks:

"What's your name?"

"Straight to the point? Eh? The name's The Alchemist."

"Your real name."

"I'm sorry, but it seems like I forgot what that is."

"Really? Then how do you know anything about yourself?"

"I didn't forget who I was, well, in personality, at least. After the third time switching Identities, I decided to stop, and forgot my name, my real one, at least. Now, you tell me-" He stands up, an audible exhale from the mask can be heard by the two free men, making Yurei shudder slightly.

"-Why did you come here?"

"That's for you to know later, Right now, we're here to question you, so sit down, and answer our questions." The Alchemist says nothing, as he sits down at the edge of the bed. The men wait for a moment, before asking:

"What exactly is your motive for being a Villain?"

"My motive? Why, nobody's asked me that in a long, long time. My reasoning… It's more complicated than what you, young men, would understand. But if you're looking for an interview of sorts, I guess you could say… It seemed fun. And the dangerous underground needed to have some sort of order brought to it."

"If this life seemed fun to you, Then why did you let yourself get arrested, rather than get gunned down, or even escape? It seems like you certainly had the means to."

"Well, you see, The building that I burned down, was of great importance, not to me, but to somebody else, and after everyone there was burned, I was done. I was perfectly content with my life from there on, and I was willing to do whatever, it just so happened to be that I was arrested shortly after. I'm content here, and I'm content with whatever comes after this. Besides, I'll vastly outlive my sentence here." The Alchemist tells them.

"What's your quirk? Longevity?" The Alchemist actually laughs at this, a deep, dry laugh that's meant to mock the men in front of him.

"My quirk is much different than the likes of that. See, Longevity is only one of the many effects that my quirk can replicate."

"What exactly is your quirk? It seems that since you've lived this long, and your quirk isn't longevity, what exactly is your quirk? Is it like All for One's?" The Alchemist is silent for a few moments, before saying:

"So, He's here. Huh?"

"We can't tell you that."

"Don't bullshit me. I've known him. I've worked for him, in fact. I'm not loyal to him, but he told me that the day someone utters his name, who's not the Number 1 Pro hero, he will have been arrested. Now, I think it's a big fucking jump to assume that just because I live longer that I can steal a god damn quirk. Now you tell me, Just how many fucking quirks do I have." The Alchemist raises his voice, getting up and standing in front of the plastic barrier. The two men physically recoil at his reaction, being quite the opposite reaction from before.

"W-We're not trying to accuse you of anything new, we're just asking questions." Yurei says quickly. The Alchemist takes a deep breath and sits back down, saying:

"Continue."

"R-Right. Now, your quirk?"

"Yes. My quirk, is what I call Alchemy. Using a combination of different chemicals, and activating my quirk, mixing it up a little bit, depending on what I want, and the desired effect comes into fruition."

"And how does that grant you Longevity? Could you just make a longevity… Potion out of your spit and blood?" Again, The Alchemist giggles.

"That's the downside, Each concoction is always the same after creation, and never can be replaced, replicated, or copied into another form. The concoction must be exactly the same, otherwise, either nothing will happen, or I'll get a completely different effect."

"That's… That's it? Well then, could you make a Longevity potion if we gave you the materials, right now?" The Alchemist thinks for a moment, and says:
"Why, in fact, I've forgotten that concoction a long, long time ago."

"Bullshit, just like you forgot your name. As far as we know, you could just be lying to us about that."

"Now, now, why would I lie about that. I'm a responsible human being. Therefore, when I finally achieved my long-lasting life, but threw away the recipe."

"Why did you do that?! You could've done a ton of good if you mass produced it for worthy people to have it!"

"I was a history major. I've taken a look at the history of man, and I know just how horrible we are about trying to attain immortality. What if someone who's completely unworthy of this… Extra life, that I've given them, happens to be worse than the likes of me. After all, it's how All For One gained near immortality."

"Worse than- Do you know just how bad of a person you are?" Kitsukoyaku starts, but before the Alchemist can answer, Yurei interrupts.

"Hold on, before you answer my colleague-" Kitsukoyaku shoots Yurei a dirty look, before he finishes.

"You said you worked with All for One, and even gave him near immortality. What exactly did you work with him for?" The Alchemist doesn't miss a beat and says immediately:

"Seeing as how he was arrested, I think it's fair to assume that he's used his trump card. We called it Project Nomu. Artificial humans, soldiers with multiple quirks who aren't afraid of anything and follow any order, even if it means they die in the process. I didn't finish, obviously. He handed work over to a group of scientists once I gave him an unfinished sample of Project Holy Grail-"

"Unfinished? Holy Grail? Did you perhaps-"

"Why, yes. I did. I created Immortality. It took thousands of test subjects, but I did it. All thanks to a few different healing and longevity quirks, I gave partial Immortality! He ought to live about three hundred more years before he bites the dust. The man is impatient, I'll tell you that. I managed to perfect Immortality. To an extent, of course. You could still execute me, and I'd be done for. But Otherwise, I cannot die."

"And you kept this from the world?"

"Yes. Why wouldn't I? It's unjust to give immortality to just anybody. Is it not? I destroyed all evidence of Project Holy Grail, along with the test subjects."

"That's all." Kitsukoyaku says suddenly, getting up.

"Wait-"

"Come on. Alchemist, Your ass better remember that immortality Elixir, or else." He finishes, dragging Yurei out of the room with him. Once the door closes, Kitsukoyaku says:

"Chatty asshole, isn't he?"

"Well, it has been twenty years since he's had a visitor. He ought to have been willing to talk about anything."

"Yeah. Well, Like I said, You got six days to bring that team together. That fucker is only getting out on the condition that he makes that "Holy Grail" Potion again."
"Why is it you're so obsessed with immortality, or even just extra life?"

"That's none of your business. Keep asking and I'll just shut you down. Meet me in the interrogation room next week with your squad. There, we'll talk objectives." The Bull-Man says, rushing out of the observation room, and going up the elevator.

'The least he could have done is leave the elevator. That thing takes forever. Now, onto the other members of the Anti-hero squad.' Yurei thinks to himself, walking out of the room.

The Alchemist lays down on his bed, resting his head on his pillow. He takes a deep breath and takes something off from the desk to his left. It's a photo, a polaroid, from the looks of it. It's mostly faded, but can still be made out. It's a photo of himself, before his gas mask was fused on him. The head and face is faded, obscuring everything from his neck up. Next to him in the photo, is a woman, a woman with deep blue hair, and eyes that have been blurred out by the age of the photo. She's shorter than him, but her hair is about halfway down her back. The Alchemist puts the photo back, and says aloud.

"Feel no love, feel no pity. Look towards forever. Because I am The Alchemist."

Okay, That's Chapter 1! A few ground rules when Making these OCs, and some notes to remember.

These are VILLAINS in Tartarus, the highest security prison that can be offered in the world of MHA. This means that they can be incredibly diverse, moreso than the heroes and students. They can have all sorts of Ideals, that cover a wider array of categories, and their motive isn't "Protect people because I want to be a hero." They are so, so much more than that. Try to remember that when making this character.

Quirks: I'm all for freedom here, but I would appreciate if you didn't use a canon quirk in this. A few quirks I'm banning, are the "Forge" category. You know what these are. Lightforge, Darkforge, Shadowforge, Deathforge, those types of things. It's not like That I don't like them, but it's that they're used in almost every MHA SYOC that I've seen so far, and it gets repetitive. I also want you to remember that there is no such thing as a "Heroic quirk" or a "Villainous Quirk. It's all up for debate, like Toga's and Stain's, they would be amazing for Heroes. And Heroes like Hawks and Ryukyu, would be TERRIFYING.

Classification: So this is Tartarus, so Villains are either S or A rank villains. They must have a decent reason for being either.

Stats: I will allow S rank (6/5)stats to these villains, after all, they're the best at what they do, which is why they are being put onto this squad. However, this must be balanced out, making some other stats lower. (Don't worry, this won't and there will be ABSOLUTELY NO S-ranks in terms of the "Power" stat. This is reserved for how All Might could level a city with a punch. These villains are not at that level. They can, however, have weapons. The only weapons that I'm banning are explosives, and Fully automatic Long Rifles. So something like Dual Uzis are fine.

Final Reminder: These are villains, and not all villains have a truly righteous cause to what they've done. Sometimes people are just evil to be evil. Plain and simple. There will be No discrimination based on anything that this character did in their past, and I will take a completely neutral standing on their actions. In other words, go crazy with their backstories, and the crimes they've committed. I won't just veto a character the moment I see the word "Rape". This isn't First come first serve, So put some thought into this character!
