Prologue
President Snow pulled the small yellow envelope with the number '1' on it out of the box, smiling. He shot a quick glance at his teenage son, Coriolanus, who would succeed his as President in just a few years. The boy smiled eagerly at his father, clearly excited to see what the first Quarter Quell would entail. President Snow slowly opened the envelope, savouring the moment. He removed the slip of paper and unfolded it.
"To remind us that the rebels chose to sacrifice their children in the rebellion," he read with a twisted smile, "The citizens of each District shall vote for the male and female tribute this year." The Capitol citizens began cheering wildly, their excitement bubbling and spilling over. President Snow knew that the mood in the Districts would be very different. Mothers would be clutching their children tight and sobbing, giving other people all they have to stop them from voting in their prides and joys.
This year's Hunger Games was going to be the best yet.
