This is just general outline of what i want this fic to go like. This fic starts post-chunnin. The Konoha council seeing the power of the Jinchuriki as weapons have decided to utilize the Kyuubi for wars.Since Sarutobi(the third)is dead the council has all the power.They have told Jiraiya to seek Tsunade but he was told not to take Naruto with him.Orochimaru still managed to escape but Kabuto was killed by Kakashi and his Lightning Blade,since Kabuto couldnt prescribe medication he Orochi was forced to take a new body immediately.Sasuke's curse mark was not immediately activated since Orochi has a new body,Jiraiya then sealed his curse mark.Gaara is also restrained in Konoha under the councils instructions while peace talks with Suna are ongoing.
