Why only one Mayor was ever mentioned in Buffy.
Rules for mayor of hellmouth:
1: Must be at least half crazy. No sane person could rule these misfits.
2: Immortal preferably. It's hard finding good mayors for this town.
3: Must be willing to get along with any evil thing. We lose less mayors that way.
4: The mayor is required to continue funding the Blood and Stuff For Vampires and Demons program. Keeps government employees safe that way.
