First time they met when Steward of Gondor came to Rohan to discuss practicalities of alliance. He bought his eldest son with him.
They were at the time between boys and men. He and Theodred showed Boromir Edoras and they enjoyed sparring each other. Eomer wondered if everyone in Gondor laughed and smiled as easy as Son of Steward.
One day he approached Eomer and asked him to show him the plains of Rohan.
"Should you not ask this form Theodred?"
Boromir gently took his hand. "No. I want you to show them to me."
Eomer looked him and looked. And he realized (the real question) and ran.
On the last day of Stewards stay, he took Boromir to see the plains.
They stopped near a stream and Boromir took of his boots and danced and laughed (and Eomer put his hands around him and they kissed and touched and it was fire he had not felt before).

Second time they met they were young men. Son of Steward had come to discuss some things on the name on his father.
On his last day he asked Eomer to take him to the plains again.
"We are not children anymore."
"No. We are not." (And the fire in his eyes burned Eomer so…)
(He learned how to pleasure a man. It was more and more and more than he could have ever imagined.)

Third time they met at the dark times. There was no days for pleasure, just one to rest a horse and a rider.
Boromir asked a kiss for good luck. Eomer's mind was filled worry and anxiousness over state of his country. He said no.
Boromir rode out at the dawn.

When he heard about Boromir's death he had no time to think about it. These were times of war (and thoughts of kisses given and not given had no room in his mind).

When all was said and done, he rode out on the plains of Rohan. (And he sat in the place where he had laid with a man (Boromir) first and last time and cried and cried about things he could not change.)
