After Percy was killed in the second giant war, Annabeth was given the chance for immortality as payment. She was about to refuse and say that she wanted to meet with Percy in Elysium when the time was right, but Percy decided that it would be best for her to take up the offer. He knew that the only way she would make the choice was if she knew that he wouldn't be in Elysium. So he went for rebirth, but asked for the gods to place him somewhere that he would meet Annabeth again, although he would not remember her nor would she recognize him. So Annabeth took up immortality, and Hades waited to reincarnate Percy.
When he was finally reborn, with the new name of Finnick Odair, the North America he had once known was changed into a place called Panem. The son of the sea god was born into District 4, where Annabeth was living, as the sea reminded her of her lost love. She went by Annie now, and years later, met Finnick in late childhood. His charm and wit drew her to him, and as time passed, she was almost certain that he was the same boy who had left her in her mortal life.
When Annabeth was reaped, she was not worried, as Finnick was mentoring her and she was protected by her immortality. But when her district partner was killed, she flashed back to the giant war, remembering the countless number of her friends who were ruthlessly slaughtered. She lost the strength that she had built up over her years alone, and only Finnick was able to help her. She was almost stable again, until the both of them were reaped for the quarter quell. She could not be killed, and one of them would have to die. She was spared as Mags volunteered, but the haunting thought stayed with her.
In the rebellion, when Percy was taken from her again by the mutts, she almost broke completely. But she always remembered that he would be reborn one more time.
And she would wait. She would wait forever for him.
