Dumbledore. This is the farewell between him and Sirius.

it seemed cruel of me and to Remus and Sirius to shorten their
goodbye to only one hundred words. Review!
Remus is standing at the kitchen sink when he feels Sirius come up behind him, wrapping his arms around his waist. Turning in his lover's arms, Remus kisses him soundly. When they pull apart, their breathing ragged, Remus whispers, "I'll miss you."
"I don't want you to go, Remus." Sirius' eyes are sad and worried, their color transforming from almost silver to a dark, murky grey. It breaks Remus' heart to see him like this, and he wishes he could stay. They have been reunited for only a short while and it is cruel of Dumbledore to ask him to do this. To leave his Sirius alone in the dark house that, in his youth, had been a prison.
Though he tries to stop them, tears well up in Remus' eyes, blurring his vision. The thought of leaving Grimmauld Place, however dank it may be, is too much. He opens his mouth, but nothing comes out. The word 'goodbye' just won't form on his tongue. So instead, he kisses Sirius again, pouring all of his love into that one gentle embrace.
"I love you," he says, "Stay safe."
"You too," Sirius says, and watches Remus walk out of the kitchen.
