Luffy had walked away when the blue haired lady started to talk about Nami, because it really didn't matter to him. Nami was going to be a member of his crew; the rest didn't make a difference to him.

And now Nami is crying before him, and she's asking for his help and he still doesn't know what's going on, and it still doesn't matter, because what he does know is that Nami is his nakama, and she's hurting and someone's going to pay.

So even though he doesn't really know what's going on, Luffy promises her that it'll be okay.

Then again, Luffy never knows what's going on when he makes that promise.

But when he turns around he can see Sanji and Usopp, ready to follow his order, ready to fight along his side if he gives the word.

And then the glint of metal catches his eye, and his gaze moves to Zoro, who's strong and confident despite his injuries.

And he knows he won't have to break his promise.
