(In my fanfiction President Snow hasnt come to power yet, he comes to power sometime between the 35-40 Hunger Games after the death of President Maddix. Being his successor, Snow had been instructed for 5 years prior to Maddix's death. Another key point in my plot is that before the uprisings certain people were allowed to travel between districts. When the uprisings began travel immediately stopped between districts.)
This part takes place in a Pre-Hunger Games era in District 4 where Mags was only 4 years old. It introduces her single father, Jaidon. Jaidon is always working traveling along the coast of neighboring districts but finds time to be there for his two children, 10 year old Konnor & 4 year old Mags. Uprisings began and while Jaidon was on the coast outside of District 6 all travel was immediately ceased for the purpose to separate each district so there could be no sense of unity. Jaidon and his crew were brought to District 6 and were forced to stay there, separating him from his children back home. It took a few months for Mags and Konnor to adjust themselves to living on the streets. Konnor dropped out of his schooling and learned how to make nets and hooks to support himself and his sister. A few months after that the first Hunger Games were announced to begin, every teen between the ages of 12 to 18 had to sign up. After the first two years Jaidon was now eligible for the games. Mags was upset but District 4 was huge and there was probably 1 in 1000 chance that he would be chosen. 7 years since the first games started Mags was now eligible for the games. The first winner of the games was the male tribute from District 11, he won the games on pure strength alone. Taking out most of the tributes with his glove sized hands. The earlier districts now began to train for the games, and could actually do so. Opposed to the children in the later districts who just wanted to survive. A trend began after the 7th game where winners mainly came from Districts 1, 2 & 3 and bore the new nickname "Careers". District 4's tributes were also Careers but there hasn't been a winner from 4 yet. These winners became famous within the Capitol and were hired as Mentors for tributes in their home Districts for years to come. A District with no Victor for a mentor were apointed one by the Capitol, but there wasn't a sense of District pride there. The 10th games came around and Mags was 15, she always stuck to her "1 in 1000" motto so she wasn't worried. Her brother Konnor had gone through the whole cycle without being called so she figured she would too. Her name was called out in the reaping, a girl who has spent her whole life running from peacekeepers and catching fish with her brother to survive now walked up the steps watching the peacekeepers she escaped give her a sly smile that say, "you'll get yours". When Mags is on the top she sees the rest of the girls side, all the names that could have been chosen. She was the 1 in 1000. She glanced in the spectators side. She sees her brother. What he would give to volunteer to be in the games this year only to protect his sister, like he had for a decade now. He was too old to volunteer
