"You've got the Mockingjay, yes?" President Snow had a somewhat serene presence about him even though he was madly evil. He cavorted to and fro menacingly while still appearing sickly and tender. This is why the Capitol citizens followed him blindly, believed him blindly, and even saw him blindly. Their ideas of him were distorted, and few were openly falling for the trickery he played with the Mockingjay.

"She's finally agreed. She had demands. Ms. Everdeen is hardly the fool we took her for…" The female shadow standing behind a nearby curtain looked over the dim city hiding her face. She looked into the empty streets. People now sat in front of their televisions waiting to see the next reality show, news update, or latest gossip. They were caught up in their screens and not in the city. Snow had been encouraging a new life within the homes, a relaxed life to escape the wildness that was causing and uproar in some of the districts.

"Katniss Everdeen will ask that Peeta, Johanna, and the other tributes return alive. Shall I send Effie? Haymitch was always fond of her." Snow was cynical that way. Effie had no idea what was going on. She was as loyal as a Capitolist as they came. To send her would be wasteful and not even helpful. The shadow finally emerged exposing a stern face.

"Ms. Trinket would be of no value and certainly would feel out of place back in thirteen. Don't kill her, though, because that might cause the children to go rogue. I cannot have the Mockingjay misbehaving any more than she already does." President Coin was not fond of Katniss in the slightest. She only agreed to help President Snow cleanse the rebels by starting a false rebellion that would kill thousands. She only agreed to help Snow if she was named successor to his position. It was a stretch, but the people would believe anything their beloved President would present them. If he named Coin, suggesting he trusted her with his life, suggesting she was the best candidate, it would be ridiculous to hold an election. Everyone would believe him without a second thought.

"Ms. Everdeen, while mentally unstable, is the biggest threat we have at this point. Make sure you accommodate to her needs. Do not do so willingly, put up a fight. If we set this up perfectly then Panem will plan for your rule." It was strange that President Snow would be so willing to hand over his reign. Especially after each of the deaths he planned and carried out. It seemed to easy for Coin but she could see the feebleness in Snow's eyes. If he did not plan he would die and any one of the rebels could start taking the flaccid loyalties of Capitol citizens and brainwashing them to believe in some sort of equality.

What President Coin failed to think of was her role in Snow's plan. She believes herself an accomplice in his war against Panem's district citizens. She was hardly aware that she was just another pawn in his game.
