Author's Note: Am I the only one who thought that Ray had something up his sleeve when he and Tony talked in the men's room, and again when he told DiNozzo about proposing? 100 words about it.
Motives.
Despite what NCIS agents thought about the CIA: Ray was not stupid. He knew Tony meant more to Ziva than she said. From their first meeting, Ray knew Tony felt the same.
That's why he did what he did.
Why he told Tony that he loved Ziva.
Why he said Ziva thought of him as a brother.
Why he told Tony about proposing. Even asked advice.
So Tony would know that Ziva was his.
Hearing the resignation in Tony's voice as he wished him luck, he only had one obstacle left. He only had to convince Ziva of the same.
