On the dock in Dean's dream, Castiel set up the meeting.

The angels had set the stage they wanted Lucifer to rise.

They'd waited while Dean had broken the first seal

The other angels had betrayed humanity.

Betting against love of family, of brothers.

Castiel needed to convince Dean.

Sam was fixated on revenge, blinded by Ruby's disguise of goodness and help so addicted there'd be no reasoning with him, directly.

Dean alone could stop Sam from killing Lillith. Keep Sam grounded through their brotherly love otherwise the Apocalypse was in store for all.

A/N Sometimes in our disappointment with Sam's disastrous choices, we lose sight of the fact he wasn't the only one responsible. Many demons and even some angels wanted Lucifer to rise for their own reasons. It could even have started with Yellow Eyes(Azazeal)'s deal with Mary, maybe it started even earlier but either way killing Lillith was just the final piece in a very large and long running game between Heaven and Hell. The Winchester family was caught in the middle. Could they have stopped it? Maybe. But that wouldn't be our Show now would it?
