Author's Note: Written in my head last night while I was trying to get to sleep.
Psychic Paper
As the TARDIS flew through the time vortex, the Doctor thought about what Donna had said. You need to find someone. He knew in his hearts this was true, but it was so hard to move on when he had never really finished with Rose. Those three special words still remained unsaid. He realised he'd never be able to fully move on if Rose never heard him say them, even though he was pretty sure she knew. But the gap between the two worlds was sealed, there was no way he'd ever be able to get through again. He sighed and took off his coat. He didn't think he'd be able to wear it again. It carried so many memories. He decided he'd have to start wearing another one. He began taking things out of the coat. Sonic screwdriver, a banana, psychic paper … no, the psychic paper wasn't there. Where was it? It didn't really matter, he had plenty, but if it wasn't there, it must have been with …
"Rose," he breathed. His hearts started beating fast. If Rose had the psychic paper, maybe he could use it to send her a message. He was slightly psychic himself, so he'd have a greater connection with it. He closed his mind out shut out all thoughts. He imagined the psychic paper, and imagined the words forming on it. He concentrated all his energy. He'd never been more focused. Beads of sweat began running down his forehead. He felt like he was about to burst. The pressure was enormous … and then it was gone. The Doctor took a deep breath as his heartbeats returned to normal. He could only hope it had worked.

After attempting and failing to enjoy her mother's Christmas party, Rose Tyler went to her bedroom. This time last year she had been with the Doctor. She couldn't believe how selfish she'd been, wishing the old Doctor was there. Now she didn't have any Doctor. She looked at the photo on her bedside table. It was the only photo she had of herself and the Doctor that wasn't still on the TARDIS. They looked so happy together. How could fate have been so cruel? Her eyes wandered past the photo and onto her TARDIS key, which she picked up. It had turned stone cold since being trapped here with her. Her mum had urged her to get rid of it, but she couldn't bring herself to do it. She put down the key and moved her gaze onto the psychic paper. Sometimes she imagined it to show her as "Mrs Doctor" and things like that. She knew she was being stupid, but it made her happy. As she watched it now, words began to appear. Her eyes widened. She hadn't been thinking about anything, where was this message coming from? As it finally became clear, she picked it up. Tears came to her eyes as she read the words, and she smiled.
ROSE TYLER, I LOVE YOU.
