They all lined up. Every citizen. Male, female, rich, poor. It didn't matter.

A week ago they all heard the Quell announcement. And feared for their children.

President Snow was in his first year of office. Instating the Quell was a way to keep the districts in line, to prevent another rebellion.

"On this twenty-fifth anniversary, as a reminder to the rebels that their children were dying because of their choice to initiate violence, every district will hold an election and vote on the tributes who will represent it."

And now they were here at the Justice Building. For most districts it was a somber occasion, but in Districts 1 and 2 last minute rallies were being held for the residents to vote for a tribute that wanted to fight in the first ever Quarter Quell.

One by one they all had their fingers pricked to have them registered as voters. The parents got a glimpse at how the Reapings were for the kids. Those who didn't show up were punished by the Peacekeepers roaming the streets and buildings, keeping an eye out for any offenders.

And cast their vote. For the child that was most fitted to fight or the one to be put out of their misery, living on the streets. The town bully or kid that was shy and never spoke.

And two from each district would be chosen. Whether they liked it, or more importantly, whether they didn't.
