Prologue
10 Downing Street, Westminster, London
"Prime Minister," said the voice of Prime Minister Harriet Jones's Private Secretary on the intercom. "The Director of Torchwood is here to see you."
"Send him in." answered the Prime Minister.
The door of Prime Minister's office opened, and in entered Sir Charles Lambeth, the late Yvonne Hartman's replacement at the Torchwood Institute.
"Prime Minister." he said.
"Sir Charles, its good to see you," replied the Prime Minister. "I take it you have the answer to the question which has been on my mind for the past two weeks?"
"Yes I do, Prime Minister," said Sir Charles, placing a folder on the Prime Minister's desk. "And its confirmed. The Doctor was involved in the events of Christmas Eve. The folder I have placed on your desk Prime Minister, contains several CCTV pictures of the Doctor in several locations across London."
"Interesting," said Prime Minister Harriet Jones. "I had a feeling that the Doctor was involved in that spaceship which appeared over London. Is there anything else, Sir Charles?"
"Yes there is," answered Sir Charles. "As you know Prime Minister, for several years Torchwood has been working on a super-soldier experiment. Well just over a year ago, we succeeded in creating our first two super-soldiers from technology we scavenged from Germany after the Second World War."
"Yes Sir Charles," said the Prime Minister. "Your predecessor, Yvonne Hartman informed me of this several months before her tragic demise. And I believe at the time I showed my discontent that we were scavenging technology used by the Nazis."
"It is necessary we do so Prime Minister, for a great future for the United Kingdom," replied Sir Charles. "Anyway, our two super-soldiers have just finished their training and are now ready for their first mission. Under Torchwood statute, I require authorisation of you so they can go on their first mission. Do I have your authorisation Prime Minister?"
"What does this mission involve?" asked the Prime Minister.
"In brief, it involves Torchwood seizing alien technology which in rights belongs to the Crown, off criminals." answered Sir Charles.
"Very well, I'll authorise it Sir Charles," said Prime Minister Harriet Jones. "But I expect this to be done as covertly as possible."
"Of course Prime Minister. And thank you."
