A quick note about the date. BBY stands for "before the Battle of Yavin." That dating system was not used by the Empire. They used "ARR" which stands for "after Ruusan Reformation." The year of the Ruusan Reformation, 1,000 BBY, is the year zero in this calendar. 983 ARR would be 17 BBY.

Regarding: Civilian possession of firearms
Directive: Effective immediately, civilian ownership and possession of any and all firearms is strictly prohibited. Effective immediately, the Stormtrooper Corps and Ministry of Security, with oversight from the Commission for the Preservation of the New Order (COMPNOR) shall begin an Empire-spanning confiscation of firearms in civilian position. Citizens henceforth have two standard months to declare their firearms to Imperial authorities and surrender them. Once that time has elapsed, civilians in possession of unregistered firearms shall be in violation of Directive 1160.
Allowances: Human (and only Human) citizens may apply for permission to acquire and posses firearms. Such applications shall be reviewed by the Imperial Security Bureau (ISB). Additionally, Human citizens currently in possession of firearms may apply to keep aforementioned firearms at the time of confiscation. Such applications shall be reviewed by the ISB.
Registration: As part of the application process, applicants must submit the following to the ISB: name, birthdate, DNA, fingerprints, photograph, residential and working addresses, make of firearm, model of firearm, type of ammunition, any and all modifications that have been or will be made to firarm, and number of firearms being sought. The ISB shall be responsible for maintaining this registry of firearms owners, and shall make said list available to Imperial authorities.
Firearm Modification: civilians wishing to modify firearms must acquire documented approval from the ISB to make said modifications.
Exemptions: members of any criminal organization operating in Alien Protection Zones, who are the beneficiaries of Non-Interference Orders from the Ministry of Security, shall be exempted from this order.
Note: citizens who are not members of the above mentioned criminal organizations, who reside in territories controlled by said organizations, are NOT exempt.
Penalty for Violations: the penalty for violating Directive 1160, in any way, is summary execution.
