This is an Otaku parody of a famous Irish rebel song entitled 'God Bless England' or 'Whack fol the diddle.' Believe it or not rebel tunes of this sort are still banned in many venues in the United Kingdom. The original song was popular with The Clancy Brothers and can be heard on many of their recordings. Luckily, the awesome sarcasm of the original song remains intact in this adaptation.
Many of the references may be unknown to those who are not had much experience with Otaku Culture or Anime/Manga etc so I will try to explain them. The second verse contains a reference to the court case Ashcroft v. Free Speech Coalition in which the US Government lost the ability to label 'virtual images' (drawings, animation, paintings, etc.) as legally obscene. This, in effect, means any government banning or censorship of Anime or Manga illegal. The fourth verse concerns downloading and contains an homage to that constant irritation that all Otaku must face when they have to pay exorbitant prices for American Distributions of Anime and Manga (An Anime DVD that costs $10 in Japan can cost as much as $40 and up in the United States).
