This is only a crazy attempt to explain why Roy is such a shameless flirt. While he already has Riza! (Author is mentally stabbing a Roy picture.) I conveniently left out the fraternization rule of the military in this because⦠otherwise I wouldn't be able to write a Royai!
It was amazingly smooth to write, the ideas came flowing out of my mind so easily that I don't know if I made a good job putting them into words.

Reasoning of a Flirt

"Well then, I'll see you at seven in front of the shop. Don't come late!"
The blushing girl nodded her agreement and waved at him. Roy Mustang walked out of the little boutique after flashing her a smile.
The pick-up lines were coming to him as easily as ever. How trivial was it for him to invite on a date any fair lady he spotted on the street or anywhere he went. It only took a look, a smile and a few heart-melting lines or gestures to get them addicted to him.
And each time, after one day or two barely going out with a girl, he would "mysteriously" disappear from her contact. He would have prepared excuses to avoid meeting up if she ever managed to get in touch with him. Thus slowly making his way out of her mind and continuing on with the next experimental subject.
Yes, they were all experimentals, for his ultimate goal is set much, much higher. Of course, it wasn't a simple task to woo the one he had long tried to claim as his. His current skills were still amateurish if he were to make his move right now. And he doubted such lines can even slightly faze her seemingly inaccessible heart, those sweet nothings that usually set millions of imaginary butterflies in any other female's heart.
The proclaimed greatest Ice Princess, no-nonsense First Lieutenant Riza Hawkeye was far beyond anyone's reach.
Yet, it was this very woman who had effortlessly shaken him awake from the depths of his laziness. Showing him that there was a person worth much more than a couple of mushy words and meals at a fancy restaurant. An individual, a comrade, and a precious friend he would willingly dedicate his everything to, and sacrifice his everything for. Even his dream of becoming Fuhrer, if the need ever came.
Hence, when the two-days deadline arrived, he casually explained over the office phone that his paperwork had increased dramatically due to recent inexplicable incidents that happened around Central. And since he was a man of great responsibility and hard-work, he could not spare even a second of his time for the following week.
When he heard her disappointed tone bid him good luck, and her hoping to see him soon, he answered with a vague "probably". She blew him an improvised kiss over the telephone, to which he didn't bother reciprocating, and hung up.
He silently congratulated himself on another job well done.
