The memorial stone is well known in Konoha. Everyone except a handful of foreigners and civilian children knows are the names of those who have died for the village were carved.

Hatake Kakashi is the only one who frequently spends hours there; most people prefer to avoid it and it's humbling list of names. They all know where the memorial stone is and what it means, but most prefer to mourn at the graves and funeral urns of the dead. The few visitors are almost all children being shown by their parents and older, more experienced ninjas.

It is a running joke among the higher ranks that reaching jounin is synonymous with having most of your friends and acquaintances carved onto this stone. Almost no one of a rank lower than jounin ever gets it.

There is a matching, less famous stone in a clearing not far away.

On it are carved the names of the ninjas that took crippling injuries, physical or mental, that forced them to stop fighting, but didn't kill them.

This stone is even less popular, especially with civilians, perhaps because the fates attached to those names are more frightening than death, perhaps because the debt owed to these people could be, in part, repaid and most don't want to, perhaps because those that truly understand what this stone represents don't need reminding.

Lee visits it once a year and shudders a little as he remembers being crushed by sand. Then he goes to put on civilian clothing and visit some of the more recent names on the stone, because the flame of youth is worth so very much less if it doesn't warm and soothe as well as inflame and burn.

...

The third of stone is almost unknown. It's location is generally passed on by word of mouth.

Jiraiya was shown it by a tall Inuzuka whose name was carved into the first stone not long after. Three years after, he showed a grim-eyed Tsunade, who years later showed a dispirited Uzumaki Naruto.

On this stone is carved the name of every leaf missing-nin. No distinction is made between the living and the dead, the ones who slaughtered their comrades and the ones who simply disappeared, those who chose betrayal and those who simply went insane. Maybe there should be, but the First Hokage said that the stone was there for remembrance, not judgement, and no one has ever dared contest that.

Anko sometimes refreshes the poisons on her weapons beside this last stone, eyeing her old sensei's name.

Naruto visits to strengthen his resolve. He sometimes toys with the idea of bringing Sakura, but never does.

There is a lady who comes to the stone to weep and curse. It is hard for an onlooker to tell whether the insults are directed at Konoha or her baby brother, Mizuki. Afterwards, she hides all trace of tears, regaining the composure she normally wears.

Hyuuga Neji frequently spends time there, though no one else seems quite sure why.

When Tsunade goes, she remembers the man that prevented her name being carved on the stone when she deserted Konoha and so doomed her to rule it. Every time she promises herself that next time she'll think about the team mate whose name is on the stone and every time she breaks that promise. Some things hurt too much and she is much better at avoiding pain than facing it.

There is a man with pale skin and black hair, who visits on occasion. He never says anything, but other visitors find his smile unnerving.
