Who is the Axolotl?
In real life, the Axolotl is a Mexican salamander. In the world of Gravity falls, it is a magical being in between time and space. Mabel asks if it is a salamander. It says, "I am an Axolotl." Dipper asks, "What do you know about Bill Cipher. It responds "Sixty degrees that come in threes. Watches from within birch trees. Watched his own dimension burn. Misses home, and cannot return. He says he is happy. He is a liar. Blame the arson for the fire. If he wants to shirk the blame, he'll have to invoke my name. One way to absolve his crime. A different form, a different time.
I analyzed every line one by one.
Sixty degrees that come in threes.
Honestly, I don't really know, but maybe he is describing Bill? 60 degrees Celsius is 140 Fahrenheit. I really don't know. All of this is a theory though.
Watches from within birch trees. Okay, this one describes how Bill watches over gravity falls. Maybe he was waiting for a smart person, in this case, Ford, make a portal to take over the 3D dimension.
Watches his own dimension burn.
I have a different theory about this one. I watched TBNT and he said he was getting bad treatment from the circles. The axolotl specifically states, "Watched his OWN dimension burn." I think Bill was getting bad treatment from the circles, so he rebelled with his Hench-maniacs to take over the dimension. After he did, the time police showed up, just like in Weirdmaggendon. In Bill's dimension, the time police won, and Bill was trapped in the mindscape, watching over gravity falls, waiting to take over a new dimension.
Misses home, and cannot return.
I think Bill misses his home, and Bill states that he will rewrite the rules of reality, or something like that. Maybe Bill is going to change the 3D world into his old dimension.
He says he's happy. He is a liar.
This one is the same as the previous one. In Weirdmaggedon he says to Ford. "Imagine living in a flat world with flat dreams. I liberated my dimension and I'm here to liberate yours. Liberate means to set someone free from a situation, especially imprisonment or slavery. I think Bill believes his and the 3D world are enslaved in the laws of reality and physics. He wants to set the 3D world "free," just like he did with his dimension, but instead was stopped by time baby. The second time, he defeated time baby. In the end of Weirdmaggedon, Ford has to erase the mind of Stanford to get rid of Bill. In Stan's mind, the fires are burning all of his memories. Bill was going down the same way he did in the 2D dimension. He tried to make a deal with Stan, but Stan refused.
Blame the arson for the fire.
I searched what arson means. It says the criminal act of deliberately setting fire to property. Bill set his own world on fire by taking over it. Time baby shows up and says that he will destroy time and space if he rules over the 3D dimension. Bill ignored time baby and kept on ruling over the place, eventually time baby destroyed the 2D dimension. If Bill stopped rebelling, the 2D dimension wouldn't have been destroyed, so it was Bill's fault for the destruction of the 2D dimension.
If he wants to shirk the blame, he'll have to invoke my name.
This one is not my theory. In Bill's last dying breath, he says a bunch of gibberish. If you reverse the footage, it says "A-X-O-L-O-T-L. My time has come to burn. I invoke the ancient power that I may return." The specific word here is INVOKE. It's pretty specific. The Axolotl even says, "If he wants to shirk the blame, he'll have to INVOKE my name."
Bill is maybe asking the Axolotl for forgiveness, thus sparing Bill and Stan.

Absolve means to forgive. One way to forgive his crime. One way to forgive the crime Bill committed.
A different form, a different time.
Again, the bird that lands on Bill's hand. That bird made a deal, and Bill might come back to gravity falls. *cough* *cough* season three confirmed *cough* *cough*.
