Summary: Sarutobi starts to write rules about the things the shinobi of leaf are not allowed to do. Now if only everyone followed them.
For one third Hokage of leaf the day was peaceful. A little too peaceful in-fact. This just spelled a recipe for disaster and form his personal experience of dealing with children he knew this peace was not gonna last.
