Dream
He was bent underneath the TARDIS repairing a bit of damaged wiring. He had forgotten to check if he had shut off the power and a great deal of voltage went through him. His last thoughts before unconsciousness hit was that he really ought to check the next time he worked on the TARDIS.

He looked around suddenly and frowned, what was he doing back on Gallifrey? Gallifrey was gone. He was either dreaming or….that voltage he had been hit with was a bit harder than he thought. The first person he saw though was a woman with long blond hair, wearing a scarf, and a coat, as he had seen her since his 4th incarnation. He gasped out, "Romana?"
She smiled lightly, "Hello Doctor…"
The Doctor shook his head, "No, no, no….this is impossible. You're dead. You died on Gallifrey."
To his surprise Romana agreed with him. "Most likely."
The Doctor frowned, "Am I dreaming or am I regenerating?"
Romana laughed lightly, "Dreaming, I should think. Time Lords rarely dream though, so you might be regenerating, but I much prefer the first alternative, don't you?"
The Doctor grinned, "This is a dream, oh that's brilliant."
Romana nodded in agreement but then added, "Perhaps I am more than a dream, Doctor."
Suddenly the Doctor's smile faded, "What?"
Romana sighed, "It's the only way I could talk to you Doctor, through a dream. I am contacting you through the Matrix."
The Doctor's eyes went wide, "What? Do you realize how dangerous that is?"
Romana nodded sadly, "Yes, very much so. I wish that you weren't so very clever and question everything all the time and just accept me as a dream."
The Doctor put an arm around Romana, "So Lady President, what you want me for?"
"Honestly Doctor, why do you think I want you for anything?"
"Well you obviously went through a great deal of trouble to contact me when you could have obviously contacted my current self."
Romana said calmly, "I could have but we were both very stubborn, I suppose this makes me a bit of a coward that I couldn't manage to say this to your current self, and instead I am resorting to extending myself across time and space itself just to say it. There isn't much time left I am afraid and I just wanted to say I….." The Doctor had a feeling he knew the words that Romana was going to say and she said softly, "I love you, Doctor."
The Doctor smiled softly and then kissed Romana lightly on the cheek, "He would have stopped and listened to you Romana. True, I was a bit stubborn, but I would have listened."
Romana smiled, "Good bye, Doctor…."
The Doctor suddenly kissed Romana fully on the lips and then said, "Good bye Romana and I love you too…."
The presidential chambers on Gallifrey slowly began to fade away and the Doctor found himself laying there on the floor of the TARDIS. He groaned as he slowly lifted himself off the floor, "That really was some brilliant dream." He said with a smile.
