In the 75th Annual Hunger Games, Katniss Everdeen attempted the impossible: to spark a revolution that would end the years of our suffering. But they had greatly underestimated the power of the Capitol, and were extinguished. Everything was destroyed. District 13, the rebellion, and everyone that was ever involved. The Capitol sent all of Panem into lockdown, resulting in devastating losses, and almost to the brink of extinction in their attempt to wipe out all that remained of the rebellion, and what would be the 2nd uprising to date. It took almost 4 decades to eliminate the memory of the uprising, the Capitol wiping out every trace that there ever was one to begin with. Then, they started everything off where it left off. 70 years since the rebellion, and the Capitol was in control once again, the districts restored, and for a time, peace reigned. The peace ended with the return of the Hunger Games, the games even more horrible now. Quarter Quells were shortened, from once every 25 years, to once every decade, and were renamed the Decade Duels, and were created to be even worse than the Quarter Quells, to ensure that the districts never rose up again.
The first Decade Duel, was to remind the people that every decision they make effected their families, and the ones they held dear. When the tributes were taken to the arena, a member of their family was held in captivity, and every injury or ailment the tribute received, the family member received as well, until they were killed when the tribute died.
The second Decade Duel called for pairs of identical twins to be made the tributes, pitting sibling against sibling against each other to prove that even those we hold close could and would turn against us.
The third, districts had to vote for their tributes.
The fourth, the tribute drawn could either choose to replace themselves with another tribute, or compete themselves, but sacrifice a randomly selected citizen from their district to be publicly executed.
Now, it's the 5th Annual Decade Duel, and the odds aren't in anyone's favor.
