Namikaze Minato, the Yondaime Hokage of Konohagakure no Sato, sat tiredly at his desk, waiting for the secretary to bring his paperwork up to the office. Yūya Rusa burst through the door, sweating heavily and panting as she held a stack of paperwork that was almost thrice as tall as she was. Minato sighed.
"Hey, Rusa-san, do you think it'd be a good idea if I made a seal that would transport the paperwork from your desk to mi-" Minato started, struck by brilliance.
"Yes, please! There are, like, a million steps on the way from my desk to yours, and you always have so much paperwork!" She interjected enthusiastically, gently placing the stack of paper on his desk.
"Alright, then! I'll get started," He smiled at her, and she grinned back.
"Thank you so much, Hokage-sama!" She flashed perfect teeth at him before bounding downstairs, "Now I'll never have to walk up those steps again!"
Minato shook his head and chuckled, pulling out a sheet of seal paper and an ink brush, "Kids these days…"
He would make a silent teleportation seal, similar to the Hiraishin, but more stealthy and quiet (because it would be annoying if his paperwork appeared on his desk with a yellow flash). That was simple. Now he just had to make the seal that Rusa would place the paper on. It would be triggered by Chakra, and only paper would be able to be transported through it. With one final stroke, it was finished.
He pasted the receiving end of the seal onto his desk, and it melted onto it, invisible. He lazily Hiraishin'd downstairs, appearing in front of his secretary in a flash of golden light.
"Ack, Hokage-sama! You scared me!" Rusa complained, having spilled her coffee, "Is the seal done?"
"Yep! Sorry for making you spill your drink," Minato apologized sheepishly, and stuck the seal to her desk, "You put the stack of paperwork on this, and then channel just the tiniest bit of Chakra into it. That way even a civilian like you can use it."
"That's great! Thanks, Hokage-sama!" Rusa cheered.
"You're welcome!" And in a flash, Minato Hiraishin'd back to his office.
He started working on his paperwork, and when he looked up, it had doubled in size. The blonde was almost startled, 'Silent seal indeed,' He chuckled silently and continued on his work. Kami, he hated paperwork.
"Gah! I swear, it multiplies when I'm not looking!" The Sandaime cried from his office, and Yūya Rusa could hear him from her own desk. She giggled. That seal would be the bane of every Hokage to ever rule Konoha...
