The Tale of district 0
This is an hunger fanfic idea that came up recently in my mind.Sorry for my bad grammar btw . Instead of the 13 districts there were 14 districts. The missing district was the forgotten district 0 . Now what is district 0 and why is it forgotten. In the early days of pannam when the Capitol was young and the district's were being created. District 0 was established as massive archive to hold knowledge and relics of the old world before the apocalypse that destroyed much of the world. This was before the first rebellion. It also had much darker meaning. District 0 also served as large prison and research facility. How did district 0 look like and where was it ? Well it lied in the far north of pannam buried deep underground was district 0 where a large underground labyrinth of tunnels , caves , bunkers and caverns existed. Why was it prison ? Well it was a prison because in early days the Capitol was busy secretly purging people from the public who were threat to their power and their utopia. This includes historians, intellectuals, criminals, religious practitioners, gangs , The Mafia , the mentally ill, disabled people, assassins, military leaders , ex politicians and even surviving royal families and clans who survived the apocalypse. Like for instance the Hapsburgs,. The Imperial Clan , the Oda clan etc . They were either executed or locked in district 0 where the conditions were Inhumane and many were forced to the hard labor to mine rare minerals that were located in district 0 . Many died of disease, starvation , overworking their bodies and experimentation . Remember what I said this served as research facility?Some prisoners were also experiment against their will mostly in gruesome and inhumane ways . The prisoners that survived the experiments had their appearance's greatly altered sometimes even losing their sanity and making them human no more. Sometime ago an unknown incident happened that's when the Capitol sealed of District 0 from the outside world and it was erased from the records. District 0 was mostly forgotten till the events of the Hunger Games in the books (can be any part btw ). Where someone rediscovered district 0 and finds out its trapped inhabitants without influence of the outside world. Established a underground city with a stable government, economy and it's own culture . District 0 government will be up to you . It can be a powerful Monarchy, A religious theocracy , a military dictatorship and so one . It's culture , the city and its people including the ones who were experimented one will be up to you to decide. The Fate of district 0 can mean anything will it rise or fall ? Time will only tel
