It took her years to finally admit the truth to herself. It took a knife to her throat to make her realize how she felt about him.

She couldn't take the shot when Gitano was threatening Elliot. She knew the shot would have killed him. How could she be responsible for his death? She told him this and told him she could never do that. How could she live knowing she had taken him away from his kids, from herself?

She'd always felt a connection with him from the minute they started working together. It was a connection that started out platonic but she knew the minute she chose him over the job that first year they worked together, she wanted him romantically.

"We're best friends." That was the excuse she told her jerk of an FBI partner while undercover in Oregon. The guy was asking about her partner in New York, she knew that was one answer to their relationship but not the full one.

She'd spent so many nights thinking about him, what he felt if anything for her. She knew all the time she was falling for him he was still married. She never wanted to mess that up though, he seemed happy enough with Kathy. She didn't want to ever end his happiness even if it kept her unhappy loving him silently.

Her subconscious finally got to her about her feelings when she was suffering from a concussion in Oregon. Her friend heard her mumbling his name over and over all night. There was no one else she ever thought of when she went to sleep. Being injured like that just increased her thoughts of how much she loved him, wanted him, needed him.

Olivia Benson was in love with her old partner Elliot Stabler. She hadn't given this notion a second thought in years. Now that she was back in New York and where she belonged in the SVU, she had to let him know. She didn't know at all how he felt but she had to expose her secret. Even if it meant she couldn't work with him anymore, she had to let her love known. He was all that mattered to her, the job would always be there in some way or another but him she didn't know.
