Prologue

In the year 2277 news was spreading of the Lone Wanderer and the success of project purity. This was also the year the Sole Survivor exited Vault 111. This year was also the courier of a much smaller event, the formation of the New Canada Council. This council was a group of seven cities united by the NCC president.

The council was the only government figure in the Canadian border of Niagra. The council took years to form into a force of government and military to be reckoned with. This is the story of its formation and the story of each of its members.
