He was always taught to disregard savages. His elders taught him to be cultured and refined, as befit a Birdman, and to be hospitable, even to lower life forms, because that was how a Bird received his honor.

As the highest politician in Avista, he found it easy to fulfill these lessons, because politics could do a lot to influence people.

But even with the limitations of the ground folks, Vultaire was impressed by the ways they tried to make up for them. They may have been savages with no sense of culture, but they were talented in their own ways. They knew how to survive without the Tech Stone's brilliant powers that made the Birds so...superior.

And as he joins the ranks of Mumm-Ra's generals, he is reminded of this. For Slithe, Addicus, and Kaynar were barbarians, but Vultaire liked the way they used their own strengths and weapons in battle. HOW QUAINT.
