What you need to know to be Barton and Romanoff's handler:
They're better together.
I haven't had to punish them in years, but if you must, try assigning them different partners. They'll shape up in no time.
After Prague, I started keeping a third back up set of hearing aids for Clint. After Budapest, Natasha started doing it. I see no reason why this will change.
As can only be expected from someone who suffered so much trauma at such an early age, Romanoff sometimes suffers PTSD symptoms. Take away her knives, and then send in Barton. It's just best that way.
Try not to let Clint repel through windows. He's bad at it.
Remind Romanoff to wait for back up. She's bad about that.
I have to warn you that after a few months with these two, you might start to agree with their crazy plans that deviate from the mission objective. You'll have to answer to Fury for it, but I promise it will be worth it.
