President Coriolanus Snow smirked as he walked out of the President's Mansion. Now that the districts had been calmed by the star-
crossed lovers, it was time to strangle out any remaining hope with the Quarter Quell
"People of Panem," he began, reading off the notes on the podium in front of him. "The Quarter Quell is a tradition that helps us as
a country grow. It is a time of remembrance of what tore us apart and what brought us back together. For the First Quarter Quell,
as a reminder to the rebels that their children were dying because of their choice to initiate violence, each district was made to hold
an election to decide the tributes going into the games. For the Second Quell, as a reminder that for every Capitol citizen that died,
two rebel soldiers were killed, each district had to send twice as many tributes. And now for the moment you've all been waiting
for…"
Katniss Everdeen held her breath as she watched the president announce the Quell twist. If she had done everything correctly, she
would be safe, and so would Peeta and their families…
" For the Third Quarter Quell and the 75th Games," Snow continued , " As a reminder to the districts that Panem is like a body, the
districts its organs and the Capitol its brain, that the body works hard to keeP in prime condition, lest the entire body collapses,
each district will be split into 12 regions,and the tributes will be decided by each region's ability to meet quota. If a region doesn't
meet quota, a miniature reaping will be held for that region, where a boy and girl tribute will be selected. This will happen along
with a normal reaping, in which every eligible child will be placed in, unless they have already been reaped. Volunteers will be
allowed, so long as they are from an eligible region. If a whole district meets quota, then a regular reaping will be held. Happy
Hunger Games, and may the odds be ever in your favor." The Capitol seal and anthem played, then Katniss' television flickered off.
Katniss breathed a sigh of relief. She had done enough. She was going to marry Peeta in front of the Capitol, and everything would
be okay. She would be safe.
