Summary: When the Teen Titians get an anonymous message of new villains in Washington DC they quickly head over. But every time they get to crime scene it's already taken care of. Soon after they find out about another team working for the government, and not with good timing. With a new villain team coming their way it's going to be tough for them to find out how to work together and get along before it's too late.
