Jon was walking down the street. Well ok, he was skating down the street. The current year is 2027, 3 years after the End of the Skating Revolution. The Rokkaku Police had caught the GGs, Noise Tanks, The Love Shockers, and all the other graffiti gangs. Jon was planning to start a Skating Revolution II. He had been planning this for two years now. He was to start tomorrow. He was gonna start a gang. Zero Hour. He was going to change his name to Ice. The Rokkaku Police will be crushed completely…. hopefully.

Ice is skating down to Sky Dinosaurian Square. He plans to recruit some people there in to Zero Hour. He goes up to the long line for the massive Dragon Coaster. He sees a skater causing trouble up at the front of the line. He goes up there ignoring all the shouts of "Hey! No butting," and "Get to the end Mister!" Ice taps the skater on the shoulder. The skater turns around and Ice is staring straight in to some slick Yakaz sunglasses. "Hey cut it out man. Stop messin around. I need to talk to you. Follow me," Ice says calmly to the stranger. The stranger doesn't follow. "C'mon," Ice shouts.

"Grind the coaster," the stranger says weakly.

"What are you crazy?!" Ice replies.

"Let's find out." The stranger grabs Ice and jumps on the coaster. They start grinding. After a moment are so Ice got his balance.

"What did you want back there?" Said the skater. "I want to know if you want to help me, Ice, start the Skating Revolution II. I'm startin a gang, Zero Hour. How about it?" It took a while for the stranger to reply.

"Baggs," he said. Ice baffled said

"Wha..?" The skater said "Baggs. That's my new nickname. Baggs."

"So are you in,"asked Ice.

"Hell No," said Baggs. And with that he skated off without looking back. Ice was angry and disappointed. How was he supposed to start Zero Hour when he had no members? Should he be a lone graffitist? Should he just give up? Questions were fly through Ice's head.

"No," he said aloud, "I shall not quit!" He heard some people sniggering at him. He tuned a shade of red and skated off.

He needed someone to join. Next place he went to was 99th Street. He watched from the high way the people doing their everyday things. Eating. Playing. Helping each other. And over near the gates of 99th street he saw Rokkaku police guarding the entrance. Ice was furious at this. "The Rokkaku police can't even take control of a small street without making sure no skaters were around," Ice thought. He needed to get rid of the Rokkaku police forever. But there was one proble. He still didn't know how.
