Darkness and despair loomed over the Ministry of Magic on a particularly rainy night. Most members of the Ministry had either returned home or were finishing up assignments as to lessen their workload for the following day. For the weather to be this bad near the end of the summer, it was just strange. However, deep underground in the Room of Rulings, the members of the Wizengamot and Albus Dumbledore all felt that the weather outside matched the tragic event that had occurred earlier in the day.

"For goodness sake, the boy is only nine years old! We can't have him lifted from the Bai Mao School of Magic and moved into Hogwarts!" argued Fudge, ferociously, "Think of what this will do to our relationship with the Chinese Ministry!"

"Fudge, the boy's parents specifically requested this. It was written in a will they prepared years before today." Dumbledore countered, "It is also in his best interest if he joins his sister here in Europe. After all… all they really have now for family is each other."

"So… what? We just head on over to Bai Mao and take away one of their most promising wizards? There must be something else we can do! This is going to prove to be a bad idea… The Chinese Ministry is definitely going to be upset!" Fudge grumbled.

"Need I remind you that we established good will with the Chinese Ministry many years ago? They will not be upset over one student… Yes, he will be powerful, but can he really achieve that power without the help of his loved ones?" replied Dumbledore, "He will need his sister, after all, he is only nine years old."

"But…!" exclaimed Fudge, only to be quickly interrupted by Dumbledore.

"Fudge, this discussion has gone on long enough, I believe it is time to make our final decision. All in favor of moving this boy from Bai Mao School of Magic into Hogwarts School of Witchcraft and Wizardry, raise your arms and say 'aye!'" Dumbledore shouted.

Nearly all the members of the Wizengamot raised their hands in approval and murmured in agreement. It was, after all, an exciting prospect to have one of the potentially most powerful wizards attend Hogwarts.

"Very well… we will send an owl tonight to the Chinese Ministry and notify them of this tragedy, and tomorrow morning we shall set up a portkey to Beijing and send Dumbledore to fetch the boy and transfer him to Hogwarts. Dismissed..." Fudge mumbled.

It really was in the best interest for the nine-year-old boy, for he had no one left but his sister, Cho Chang.
