The novelty of a tribute from a non-Career district volunteering had brought in the audiences in droves during these Games, and that had been a good thing for him.
After all, the girl would no doubt die quickly in the Arena. Someone so obviously inexperienced, pitted against Careers who would be out for the blood of every tribute who could potentially affect the audience enough to get more sponsors – there was no way she would survive.
And then Seneca made sure she got the highest pre-Games score out of any of the tributes, and it was like her fate had been sealed.
Katniss Everdeen looked to be the best thing that had ever happened to Coriolanus. A beautiful girl who would invite the pity of the audiences, prompting record-breaking ratings, and who would die long before she could be anything more than that – the perfect tribute if there ever was one.
President Snow narrowed his eyes. Katniss Everdeen was…not what he had expected. Not only had she had the gall to survive – which might well have been something he could have twisted for him own gain – but she'd also prompted the stirrings of a rebellion in District 11, and pulled that stunt with that boy from her District.
She'd put the future of the Capitol in danger, and she'd made sure that he would have no use for her. The people adored the love story she had crafted, and he if he tried to put her to use…
That foolish girl thought she'd won. Won. Over him, the most powerful man in Panem.
That girl – she needed to be taught a lesson.
And, luckily for him, the next Games would be a Quarter Quell.
He was President of Panem for a reason. No stupid little girl was going to get the better of him.
