Yes, Light decided. He and L were definitely just like Romeo and Juliet. But, then again, saying that they were just like Romeo and Juliet couldn't be accurate. They were both on the same side, and only one of their families had made itself known, so there for could not be in conflict with one another. And if, going by the fact that Light has Misa who loves him, and does not love her in return, that would make him Juliet.
And he is not Juliet.
But now he is just knit-picking. If he were to focus on the fact of the forbidden romance, and the midnight escapades, and the love so deep not even Kira would sever it, then, yes, they were just like Romeo and Juliet.
But, then again, L couldn't be Romeo. And L definitely isn't Juliet.
And as Light will not admit to being Juliet, he cannot rightfully say that they are like Romeo and Juliet.
At least, not until he mans up and admits that L really is his Romeo who swept him off his feet, and he is Juliet, who is awed and beautiful.
