William Cullen, the secretary of defense, knew he had made a mistake.
"Giving Shepherd that much power was a bad idea." He said to himself. Cullen knew he had to figure out what had really happened over the past few days. Shepherd had obviously done something he shouldn't."Why else would the entire squad from task Force 141 that went to Makarov's safe house be missing?" Cullen thought to himself. "Why would two of the most trusted captains in the British Military have suddenly become two of the most wanted war criminals? It just doesn't add up." For the past hour, Cullen had been pacing around the nuclear shelter located in the Cheyenne Mountains in Colorado. He was stressed sleep deprived. The Shelter was busy but had an eerie feeling to it. Detail of the outside world was a mystery except for the fact that the Russians had recently been driven out of D.C. Cullen couldn't stand the helpless feeling anymore. He had to know what had happened.
