That is the number of soul partners there are for the great guardian spirits of the elemental nations. The names of these guardian spirits our known only to them and their chosen spirit partner.

But what does it mean to be one of these spirits or their chosen? To be one of the guardian spirits one must be incomplete on a fundamental level. To be one of their chosen you must be able to complete that part of the spirit that is missing.

That is the number of chosen that have been found, forever immortalized with their spirit. One might ask why that is so important to the general civilian. Well the answer is that it doesn't, well if the ninth spirit wasn't currently killing your hidden village's shinobi like a force of nature.
