Watching Oliver is addictive.
Felicity knows that she shouldn't, that he's her "boss," that he's dangerous, that he's out of her reach, but she can't help it. When he does that bar thing, a primal part of her takes over and she just has to watch him. Besides, he knows. When he came back from the Island (again) she even told him.
He doesn't seem to mind. Actually, when he's working out, he doesn't seem to mind anything. Felicity is certain she could strip naked and he'd be more focused on his training than her.
Then again, she could strip naked at any time and Oliver wouldn't notice. He'd probably just assume she was hot and ask her for some help with more Arrow business and never mention that she`s naked. Because they`re friends and nothing more.
So she can watch him all she wants, because he`ll never notice.
Watching Felicity watch Oliver is addictive.
Diggle knows how she feels for Oliver. If Oliver didn`t have his head so far up his ass, he`d realize how Felicity feels. He wouldn`t just pass Felicity watching him off as something she does for entertainment. He`d reaalize she did it because she was attractedto him.
Maybe when he hangs up the hood for good he`ll notice. At least he better, because Felicity and Oliver both deserve happiness and Digglee couldn't make a better partner for either of them if he tried.
Until then, Diggle decides he'll just wait. And if the watching goes on too long, he`ll intervene
He knows they watch.
Oliver isn`t stupid. He knows how she feels about knows she watches him for more than curiosity's sake. After all, he does the same workout everyday. She has to have it memorized by now.
But he lets her watch without mentioning it, without making her embarrassed, because then she'll stop, and he doesn`t want that. He wants her to be happy and if watching him makes her happy, she can watch all she wants.
If he ever hangs up the hood, he`ll let her do more than watch. But may never hang up the hood, so he avoids entertaining that idea at all costs.
So instead, he just lets her watch.
Diggle watches Felicity watch him. Oliver isn`t blind to that, either. Diggle is an awful liar. Oliver knows that Diggle wants him to hang up the hood and live a life with Felicity, but he isn`t ready, The city isn"t safe enough. Not yet.
