This story is a mixture of the comics and movies. I shall keep story lines as accurate as possible.
It takes place a week or so after the events in New York.

Prologue
Nick Fury was not in a good mood. He had been in a constant state of annoyance since New York. The Council was constantly on his back for disobeying them, fortunately he was still the Director of S.H.I.E.L.D but Fury was unsure if it was a permanent decision. It was almost a certainty that he would lose his job for letting Thor take Loki back to Asgard. It was also a certainty that Maria Hill would take over and she would be easily manipulated by the Council.
Right now he was in a meeting with General Ross, who was trying to persuade Fury to allow the Hulk-Busting units to be armed and ready for an attack.
"Director Fury, it is going to happen! Something as simple as Banner stubbing his toes could trigger the Hulk being unleashed." Ross growled. "I have seen this behavior before, Banner seems to have it under control and everybody is happy but one day the Hulk appears and a whole city is destroyed."
"I don't think sending an army while help the situation, General Ross." Fury replied. "The Hulk has a purpose now and Banner is now working with Tony Stark. I highly doubt the Hulk is going to make an appearance any time soon." Even he was unsure of his words but Fury did not want to jeopardize the Avengers by splitting the team up.
"You don't have children do you?" Ross assumed. "You see, I have a daughter, Betty, and she and Banner have a way of finding each other. Whenever Banner is in her life, the Hulk appears. It is only a matter of time before Banner considers himself safe enough to be with Betty." Fury had heard of Betty Ross but had never met her. "I will not allow Betty to be in harms way again."
"I refuse to give you permission to send tanks and provoke Banner." Fury slammed his fist on Ross' desk.
"Who said anything about tanks?" a wide grin spread across Ross' face. "Banner's DNA is very unique, any other person would have died from that much gamma radiation. I have made mistakes in my methods before, Emil Blonsky for example, but I think I have finally cracked it. By using the Hulk's weakness, I can destroy him."
"The Hulk has a weakness?" Fury was beginning to feel like his time was being wasted. Ross was beginning to become obsessed with destroying the Hulk.
"Over the years I have noticed that the Hulk tries not to hurt civilians. I brought the best scientists together and they have created the best weapon I have ever seen. It is as strong as the Hulk but, er, less green and huge."
"Impossible, nothing is as strong as the Hulk."
"Bring her in." Wait, Fury thought, Her?!
