It's because he was cursed by a high priestess named Nimueh who had fore told his future and all the horrible things he would do to weavers of magic like Merlin and me so, she cursed him so that his wife Ygraine would bare a magically gifted child which would kill her during child birth. Uther swore he would kill the child. However, Ygraine gave birth to twins, Arthur and Aurelia therefore, Uther did not know which one was magically gifted and he couldn't kill his heir to the throne or his daughter which could marry a prince from another kingdom and form an alliance. Also, both the children seem normal so, Uther believed the curse did not occur./p
