I think everyone has a heart, but Avatar is a cartoon and evil is much better created by humans. So maybe he does and this is his thinking.

"Yes, Lord Ozai?" said his servant as she walked in. Or was it his daughter?

"Come next to me, young one." he said in a crackly old voice. Ah, he could see her now. It was his daughter. What a shame, he thought.

"Yes father?" she had said trying to look concerned. She would have fooled anyone. But not the Fire Lord. He knew that face. He also used it often, but not anymore. He was dying. His light was going out. And it hurt.

Not physical pain. No, he could handle any amount of that pain. The pain he felt was worse because… because… He had loved two people in this life more than a normal person should be able to. He suspected it was the fire in him. And they were gone.

How much that word hurt. Gone. One left in the silence of the night and the other… the other… It hurt him so much to think about it.

"Don't worry, father. I will take good care of the Fire Nation." His daughter, that serpent, how could he summon a tear over such worldly things when he was hated by the only two people who mattered.

Ursa. How he missed her. She had once loved him. He would always love her. Now she was gone most likely dead. Oh how he wished she was waiting for him. But he knew she wasn't. She would never love him again. He'd ruined that so thoroughly.

Zuko. He could not think of it. He had no idea how he'd done that. But it was the only way. He'd realized that sooner or later Zuko would realize he was the worst father in the world and leave. He couldn't be left again. He had been so sure that was the best for his son. He wasn't so sure now.

Azula. She was him. Exactly like him. He had once dared to think he had a heart. Then the memories flew back and they would not stop. He would not drive her away. She deserved this home. This war. If she had to go somewhere she was going to hell with him.
