TIMELINE: This chapter happens after VOYAGER's run in the Prime Universe.
Chapter 1
Section 31 was a top secret organisation – officially non-existent – within the United Federation of Planets. In no simple terms they were the black ops of Starfleet.
An update had been received by Ambassador Spock regarding Christopher Pike, who had been living on the forbidden planet TALOS IV for a number of past years. Pike was now dead. The Project started by the Talosians to have Pike and the earth woman Veena to become a new Adam and Eve, had failed. Veena could not have children, in the first place and her age made the proposition very risky.
The Talosians had accepted that and had not captured any more humans to this day.
However Section 31 had now determined that this might change in the near future, so they decided to take action.
Fact was, Starfleet had better capabilities than the first time. And more experience with telepathy.
It was time to risk an intervention. Section 31 had no base, or headquarters. It worked from anywhere. Agents were recruited, in full secrecy. Arthur Scelanos, who had replaced Luther Sloan, the now deceased chief of Section 31, had decided to prepare a strike force.
This force would consist of a Vulcan, T'Pol, B'Elanna Torres, Tom Riker (the double of Will Riker created by a transporter accident – saved by Section 31 from the labour camp) and of course Will Riker himself, a long-time agent of Section 31.
