Every sense Colonial President Gaius Baltar win the Colonial election against his political opponent: former President Laura Roslin he has ordered all civilian ships in the colonial fleet to land on New Caprica to be dismantled for raw building materials. The Colonial Government ordered the Battlestar Pegasus and Galactica to say close to New Caprica as a protection fleet to protect New Caprica from a Cylon attack. They agreed with Admiral Adama's suggestion in keeping the Colonial Military forces combat ready if the Cylon's ever find New Caprica and attack them. The Colonial Government ordered as most of their Botanist scientists, hydrologists scientists and some of the most influential agriculture and farmers to begin scouting for fertile lands to grow crops to supply New Caprica with food and fresh water. The Colonial Government ordered most of their Colonial miners and companies to begin scouting for Mineral deposits and other valuable materials to mine to support the growing New Caprica settlement with Raw building material and other valuable material to prosper into the future. After a few weeks with the colonial civilization well underway the colonial Government ordered a census to be take on how many people are the right age to have children to help their population to recover and grow in numbers. After a few weeks the colonial government found from their census that there are roughly 20,415(10,207 men and 10,207 women) people that are the right age to have children. After the census the colonial government pass a law that would last at for 150 years was to put into effect bleeding programs to help the colonial population grow in numbers and begin to recover after the Destruction of the 12 Colonial colonies. The Colonial bleeding programs called for each woman in their census taken to have at least 4 children or at most 6 children in their live time to help the colonial population recover and grow in numbers. The Colonial Government decided to wait awhile to let the Colonial population recover and grow in numbers and have enough Military Muscle to defend themselves against a Cylon attack or before going to find and attack Cylon fleets. The Colonial government and Military High command say to the populist that they would reduce their Military conscription laws once their population begins to recover to give them more and more manpower will less than their military conscription laws.

The Colonial Government with the influence of President Gaius Baltar decided to pour a huge amount of funding into the technology and scientific research and development sectors of the Colonial economy in New advanced technology and medicine to have their population proper into the future. President Gaius Baltar has notice that the Colonial level of technology has be stagnant every since the Cylon rebellion over 35 years ago and that the Colonial Politicians and Military leaders have been reluctant to do heavy investment in the technology and scientific research and development. After he was able to get himself elected he has been using he Political position and influence to persuade other key Influential Politicians and Military leaders in promising that if they do agreed to pour a huge amount of funding in the technology and scientific research and development sectors the colonial economy that their won't be another Highly intelligent sentient robot that could after they begin to massive produce it that could lead to another robot uprising to which Gaius Baltar agreed to.

Now with the Proper funding into the technology and scientific research and development sectors of the Colonial economy in New advanced technology and medicine; The Best Colonial Scientists that specialized in Biology, Genetics and Chemistry have working been able to develop an new experimental Scrum: Life Extension scrum or L.E. Scrum that could in theory extend a Colonial person's lifespan by decreasing the decay rate of the human body to let the body live longer. They have been working well over a century before and after the Fall of the 12 Colonies the Best Colonial Scientists that specialized in Biology, Genetics and Chemistry have been working to try to create a L.E. Scrum to increase the Lifespan of a Colonial but have made Massive and have nearly developed a prototype to test but after the Cylon Rebellion the Colonial Government cut funding to further their progress in creating the L.E. Even after the end of the 1st Cylon war and when they request for the further funding the Colonial Government was being reluctant to invest into their research for them to get the necessary equipment to further develop the L.E. Scrum. Finally after over a Century of Research and Develop they have develop a L.E. scrum to Extended a G.R.F. person's lifespan that could decrease the decay rate of the human body to let the body live longer. Natural the human body could only live about 80 to 120 years if the is body in taking care of the right way and only dies of Nature causes like heart failure or of a Stroke. Now the scientist has figure out how to decrease the Decay rate of the human body by 1 1/2x's slower meaning the body can live up to a maximum lifespan of Roughly 180 years if the in taking care of the right way and only dies of Natural causes.

They tested the scrum on a few elders in an Elder retired home that were healthy and saw that the Scrum reserve their age by about 45 years making them look and feel like they're in mid-30's to early 40's instead of their 80's. The elders now have over 100 years more to life instead of 40 years. The scientist saw that the body's healing factor and strength double due to the scrum and saw that the body healed wounds faster and was twice as strong. The Colonial's seem that now with the old generations of Colonials that were to old to have children where now rejuvenated from the L.E. scrum now could thanks to the L.E. scrum rejuvenating their body's to the prime of their live now could have children. The Colonial bleeding programs now included all the old generation Colonials to require each woman of the older generation their census taken to have at least 4 children or at most 6 children in their live time to help the colonial population recover and grow in numbers. In Late-75064, the Colonial Scientists and engineers have as well with the huge amount of funding into the technology and scientific research and development sectors of the Colonial economy in New advanced technology have been able to create a New radar system to detect ships far out. The New advanced Radar system that Kaseem engineers and scientist build could detect ships a light year out give them and any ship that would have the advanced radar an early warning. Along with the radar system does have a weakness, the radar can detect ship as far as a light-year(a light-year is 6 trillion miles) out but the radar could not determine if the ships were friendly or hostile. The scientists countered this weakness by having some cylon raider scarps from Cylon raiders that were destroyed by their vipers. The scarps provide samples of what a cylon ship was made of for radar to determine that if a few ships on Radar were Cylon basestars or Cylon raiders. The Scientists and engineers give the New radar system to the Colonial Government and Military to being massive production of the New Radar system to have on New Caprica, Possibly New Star systems and to have the New Radar system install in all the current Civilian and Military starships as an early warning if cylons were a light year away to jump to a safely and to keep an eye on the Cylon ships on radar.
