Sakura set on a train, trying to drown out the yelling of her genin students. Her team had been given a C-rank mission. Deliver a letter to Sakura's former teammate. The current Hokage gave this mission to her team, because he wished for a new nation Tatsumaki, land of Tornadoes, to attend the Chunin exams. How does this apply to Sakura. To put it plainly, Naruto is the nation's leader.

After the 4th great shinobi world War, Naruto was sitting across from Kakashi's desk.

" Are you sure about leaving, Naruto? I thought you wished to be Hokage?" Kakashi questioned, getting straight to the point.

Naruto waited before answering. "Of course, Sensei. I have wondered long about this." He paused before starting again. "You are correct in saying I wished to be Hokage, but I believe this is a dream that surpasses it."

"What would that dream be?" The Hokage asked.

"Hear me out on this." He stated getting excited. "I wish to start a village, we're people like me are accepted. A place where everyone is welcome. "

"Alright then Naruto, how do you plan on starting?" The masked ninja mused

"I'm not sure, but I've always been good at learning on the go." Naruto said, leaving his Sensei worried.

Kakashi thought this over, the pros and cons of his ambition. Of course, it would greatly increase trade, and no doubt, the nations would have an alliance. As well, this would give the 2 ninja more power between the Kage's.

On the down side, Naruto is without question the strongest shinobi in Konoha. The only trouble would be if other ninja could fill the shoes of Naruto.

"Sure thing Naruto, you are free to leave whenever you wish." Kakashi stated, still thinking the situation over.

Back on the train, Shiho, Sakura's student, a smaller framed female with brown hair reaching her upper back, was asking about the mission they were on.

Nura, a tall male, with wild dark red hair. Was arguing with the 3rd genin on the team, Tsumi, a loud mouthed black haired girl, and former dead last of there year.

"Alright quiet down, we're almost there" Sakura spoke up, getting the attention of her 3 genin.

"Where is there" Shine asked

"This, is a place known as Tatsumaki. Where here to give a letter to its leader. My former teammate, Naruto Uzumaki." Sakura states looking out the window.

At this time, Naruto Uzumaki was a name most ninja new, but fresh genin like these did not.

"Is he strong, is he as strong as you sensei" Trump asked wide eyed.

This made Sakura chuckle. No one in the village thought Sakura was weak by any means. 2nd strongest kunoichi, second to only Hinata Hyuuga. The power of Naruto was unexplainable to someone with as little experience as her team.

"To be honest, Naruto Uzumaki is the strongest ninja there ever was. If he wanted to, he could take on every ninja alive at one time." Sakura plainly stated.

"But no one is as strong as you sensei, you said it yourself." Nura said dumbfounded.

'This man is an outlier to say the least' Sakura thought to herself.

-5 mins pass-

The 4 ninja were walking into town, heading toward the largest building in the city. Just walking into town, you could tell how many ninja were in the village. At least ¾ of the people they say had a headband on. While the genin were getting impatient, Sakura couldn't wait to get to see old friend.

After showing there authentication to the desk receptionist, they were sent upstairs to the highest level in the building, Naruto's office.

A knocking on the wooden door broke a 24 year old Naruto out of his stupor. We had been awaiting the arrival of the konoha team all weak. He new what the message was, he was being asked to send a genin team to the chunin exams being held in konoha. He had the team's files already approved, and was only waiting for the team to arrive.

"Come in" A lazy Naruto voice shouted, trying to hid his excitement.

"Greetings Uzumaki-san" Sakura said in a formal voice.

"Damn, if it isn't Sakura, how have you been" Naruto said, no longer holding back his emotions.

"Language, Naruto. There are children in the room."

"Oh, so your a jounin sensei now, how long have you been teaching." Naruto said glancing at the 3 forms behind there sensei

The 2 girls and the boy were terrified to say the least. While being friendly, the man put out a pressure, nearly choking them. They nearly forgot how to talk, the overall presence Naruto was exerting.

"Yes my bad of course, didn't realize how young you 3 were. Naruto looked sorry as he hid his chakra.

All 3 took a deep breath and said there names with as much formality in there voice as they could muster.

"We have a message from Kakashi" Sakura handed him the scroll.

"I already have a team ready. " He said as he sealed the scroll again.
