Full Summary:

A killer returns to the place where he first killed. His first victim survived, unbeknownst to him. What happens when they come face to face with each other at NCIS Headquarters after he is caught? Will she reveal that she may be his only surviving victim? Or will Number 1 never be found? And how does the FBI fit into all of this?

Hello, my name is Chana Dekel and I am the only victim to have ever survived a mass serial killer. I have kept my being a victim a secret from my employers, who just now happen to be the NCIS teams in DC. I have lived in DC for sixteen years. I moved here when I was twelve years old and my parents and I loved living here. That was until I turned fourteen.

I was walking home from school when he decided to grab me. I was his first victim and I was the only one from that point on to ever survive one of his attacks. I knew that if he ever found out that I was alive; he would come back and finish the job. But that was nearly fourteen years ago and I was not willing to let him win!

His favorite number, he told me, was one hundred and fifty. He told me that he would kill only one hundred and forty-nine more people before going back for his very first victim, number 1. Tobias told me that he would always keep me safe, but he also knew that whether or not this killer was coming back, he couldn't keep me safe forever. Sooner or later Number 1 had to die, sooner or later he would return to kill Number 1. And we could do nothing to stop him but try to stay one step ahead of him at all times.

But now that I work for NCIS, I have to figure out how to keep my being a victim of his a secret while we work on the case that has eluded the FBI for nearly fourteen years, but somehow I figured my new Boss and teammates wouldn't be too happy to know that I was one of the victims.
